Renderings Reveal $500M Holland Gardens Complex in Downtown Jersey City

Jersey City officials have revealed plans to redevelop an aging public housing property into a mixed-use, mixed-income complex in the city’s downtown area. Known as The Holland Gardens Revitalization Plan, the project team includes the Jersey City Housing Authority (JCHA), PS&S Architects, and WinnDevelopment, a Boston-based subsidiary of real estate investment firm Winn Companies.

Holland Gardens is a public housing complex built in 1944 and operated by JCHA, consisting of five low-rise apartment buildings with 192 affordable apartments. In 2019, the JCHA board of commissioners approved a resolution to enhance the community with homeownership opportunities for low- to moderate-income families, publicly accessible outdoor spaces, and new retail and commercial space. The board also recognized the need to improve living conditions for existing residents.

The approved scope of work includes the preservation of the existing 192 units of public housing and the creation of 309 new rental units. Around half of the rental units will be reserved for families earning between 60 percent and 120 percent area median income, including 74 rental apartments set aside for seniors on fixed incomes.

Additional components include 56 condominiums, half of which will be designated as affordable housing units, a 14,000-square-foot community space, a 12,000-square-foot library, a pedestrian plaza, a retail corridor, and a 2,000-square-foot office for JCHA’s Resident Empowerment and Community Engagement Department.

Current Holland Gardens residents will be provided with relocation services during construction, which could break ground later this year. These residents will be allowed to return to the new building, once completed.

“The JCHA’s mission encompasses serving not just our current residents, but low- and extremely low-income residents throughout Jersey City,” said New Jersey state assemblyman Raj Mukherj. “This groundbreaking project not only provides 1:1 replacement of all public housing at the site, but also significantly expands affordability, opportunity, and resource accessibility for residents citywide.”

Total project costs are estimated at $500 million. The buildings are expected to be completed by 2027.
