August 24, 2023 – You are invited to submit a proposal for the installation of the Pavilion and Main Entrance Project at the Community Center located at 700 South Bay Road.
1. PAVILION – includes, but is not limited to, the installation of one (1) 14’x20’ pavilion on a concrete pad with a 5-foot wide ADA accessible concrete sidewalk that connects to the existing sidewalk along Centerville Place. The pavilion shall be provided by the Contractor; as well as, all installation to complete the pavilion and will include asphalt roof shingles, internal lighting, outlets, and seating. Gutters, electrical connections, and items to complete project shall be provided and completed by Contractor. Install fabric and mulch around the perimeter of the pavilion. Site removals include grass and topsoil in the locations of the pavilion, the sidewalk, and electrical trenching. Any grass disturbance shall be seeded at completion of project, as well as watering of landscaping and grass.
2. MAIN ENTRANCE – includes, but is not limited to, removing and reconfiguring the roof and columns at the main entrance of the building as shown in the attached plans.
All items shall be purchased by the Contractor to furnish and install. The Contractor is responsible for removal and disposal of all items.
A) Your attention is referred to certain laws and regulations as to Affirmative Action Requirements-Equal Employment Opportunity, and minimum wage rate requirements to be paid under any such contract with this municipality for such project, as well as safety and health programs and procedures required by Federal and State Law.
B) Your attention is referred to required compliance with Section 200 of the New York Labor Law requiring the payment of prevailing wages to all employees of contractors or sub-contractors on this project.
C) The Village of North Syracuse is exempt from New York State Sales and Compensating Use Taxes on materials and equipment to be incorporated in the work. Said taxes shall not be included in the quoted or contract prices.
D) Removal and disposal off-site of waste material, unused and scrap material, is the responsibility of the contractor. An asbestos report has been completed and can be supplied upon request.
E) If your proposal is acceptable, you will be required to provide a Certificate of Insurance for coverage in amounts acceptable to the Village, a Performance Bond, and complete a fully executed contract approved by the Village Attorney.
Onondaga County, the Village and CHA shall be listed as Additional Insured. The insurance requirements will be supplied upon the Village’s acceptance of proposal.
F) Since funding for this project is from the State And Municipal (SAM) Facilities Program through Assemblyman Stirpe’s office, the Contractor shall be required to have Equal Employment Opportunity / Affirmative Action Compliance and Minority Business Enterprise Participation. This compliance along with the fully-executed Contract must be accepted by the Village prior to the start of work.
G) Work to be completed prior to May 17, 2024, but may commence by October 1, 2023. Contractor to provide schedule upon award of bid. If materials and labor cannot be supplied within that timeframe, it is the Contractor’s responsibility to provide a modified schedule to be approved by the Village.
H) The Village of North Syracuse reserves the right to reject or accept any proposals for any reason whatsoever in its sole discretion. This is not an invitation to bid, nor does law for this project require competitive bidding.
